Government auditors found that IAF was flying at Leh air force base at night using a solar goose neck flare.
"Although the requirements to start this work have passed 13 years, the Air Force Base Leh has not yet been equipped with the right lighting system," the CAG report said, adding that, it "imposed restrictions on night flight, thus affecting the operational readiness of the base ".
CAG said the use of the Sun's goose neck flare to illuminate the runway, which was used during World War II, "time-consuming and laborious ".
CAG also noted that the surface of the runway in Bareilly and Leh is deteriorating.
IAF operates its front-line Su-30MKI and MiG-
29 fighters from the Leh Air Force Base, one of the world's highest facilities to operate a variety of fighter and transport aircraft.
