This fall, the onlookers reported that plastic had strangled at least two waterbirds in Red Mountain Creek.
Poei said the ministry would not reveal how the thief had laid several kilometers of underground wires on busy roads, nor how it hoped to protect the restored lighting standards in the future.
But, street lamp project manager Peter Locs says the city has begun replacing stolen copper wire with aluminum, which is much less valuable for rogue scraping injured.
Although copper prices have fallen below $3 a pound, theft tends to surge as copper prices rise, he said.

The thief dug up the monitoring wire of the landfill in the global Park and removed the baseball floodlight.
The Hongshan pedestrian bridge has also been plundered many times.
