Aid agencies and governments are changing the way they provide energy to families forced to flee their homes around the world --
From setting up solar power plants in Syrian camps in Jordan to funding a small solar panel for a Mali refugee to run a refrigerator for her water supply store in bukinah Faso.
Energy has always been needed in camps and informal settlements, where tens of millions of people have been displaced by conflicts or natural disasters.
But this is mainly achieved by polluting diesel generators, trucks carrying fossil fuels for relief supplies, or locally collected firewood for cooking.
This is changing as the US joins. N.
Major refugee agencies, aid groups
Host countries and businesses preparing to sign the global action plan in July to provide sustainable energy to all displaced persons by 2030, as requested by the United StatesN.
Development goals.
"People are starting to realize that this is an important issue that deserves priority, resources and attention," said Owen grafram of the mobile energy initiative (MEI)
Partnership run by London
The Chatham Institute, a think tank, is working on an action plan.
According to May, about 90% of people in the camps are short of electricity, while 80% rely on firewood and other solid fuels to cook meals, which is harmful to their health and local forests.
Andrew Harper of the United States says electricity is not considered a human "right" in an emergency, unlike shelter, water, food or health careN.
Refugee agency (UNHCR).
"Energy is not actually fully considered," he said . "
However, the UNHCR director of programme support and former representative of Jordan added that this was "key to the empowerment of refugees and displaced persons ".
When Jordan's camp zajali opened in 2012
At one point, as many as 130,000 Syrian refugees
Harper said "riots" will occur after Friday's prayers, and frustrated, anxious residents will destroy things and throw stones.
But once UNHCR began to spend up to $450,000 a month to power the camps through the grid, refugees used it to build about 3,000 stores and businesses, he said, as their sense of dignity grows, the wall stopped.
"They are beginning to feel possessive, protective and involved in the stability of the camp," he added . ".
Since last year, two major camps in Jordan have used electricity produced by their own solar power plants.
Za'atari, funded by KfW, a German development bank, and Azraq, supported by the Ikea Foundation --
This can also feed back the remaining power to the state grid.
Sarah Rosenberg
Jansen, UK head of humanitarian Energy
The Jordanian government believes that linking the camps will improve the country's infrastructure and support national development.
"They see this as an opportunity and a way to change the perception that the host community is good for both of us --
"It's not just for refugees," she told the Thomson Reuters Foundation . ".
Actual action is in the process of launching a project in the northern Jordanian city of irbidd, which is also funded by the Ikea Foundation, which will help to install roof solar systems to landlords who rent properties to vulnerable refugee families to heat water.
The development charity will also work with UNHCR and other partners in Rwanda to establish a solar micro-enterprise
In the three camps hosting Congolese refugees, electricity grids and family systems power schools, clinics, street lamps and household appliances, providing alternatives to candles and kerosene.
It will also look at how to provide more sustainable fuel and more efficient stoves for cooking.
Government officials and others stressed at a meeting on the "refugee renewable energy" project in Kigali, the capital of Rwanda, on Wednesday that it is necessary to get rid of the use of firewood that is harmful to the environment, commonhost MEI said.
Rosenberg says energy supports many of the things displaced people need to do in their daily livesJansen -
From cell phone charging in the past, to contacting relatives, transferring money, to washing clothes, Lighting, Entertainment, walking around.
But the answer, she added, is not to allocate energy for free.
"There is already a market there (in camps)
She noted that as household spending on energy accounts for a relatively high proportion of disposable income.
Alms may destroy the market and make them worse by giving people products they don't want, she said.
Rosenberg, the challenge is to provide cleaner power and cooking methods at a lower price
Jansen and other experts said.
The person who drafted the plan said that the upcoming global action plan will include specific ways to achieve these goals.
Real action by Rosenberg
Jansen hopes that within five years, aid workers will consider providing clean energy from the start of an emergency and include it in the funding plan.
Doing so will also save a lot of cost for institutions that spend millions of dollars a year buying unreliable diesel generators that often fail and cut off the clinics and other services they operate, she added.
UNHCR's Harper said aid organizations need to work with businesses, governments and development banks to overcome obstacles to building and operating clean energy services for refugees and displaced persons.
Problems include high upfront costs, cumbersome bureaucracy and restrictive regulations.
In zaatari, for example, UNHCR found that refugees were willing to buy electricity, but the agency did not receive a mechanism for payment.
A new partnership called Smart Community Alliance
MasterCard and the United States by credit card giantsS.
The government's "African electricity" plan will build digital infrastructure in refugee camps and settlements in Kenya and Uganda from later this year to try to solve these problems.
The aim is to develop a model for governments, aid agencies and companies to provide refugees with Internet and mobile connectivity, digital financial instruments and access to low
The cost of clean energy.
This will require new thinking from all sides, said Tara Nathan, who leads in public
MasterCard's private partnership will provide its expertise in digital payments.
"Money, ability exists --it's about. . .
Find a way for everyone to behave like an adult
Ups and co-intervention, "she said on the sidelines of an energy acquisition meeting in Lisbon this month. (
