Zakaria: The Wall, today's show.
Specifically, President Trump wants to build one between the United States and Mexico.
This week, he again threatened to shut down the United States on Twitter. S.
The government against it.
US President Donald Trump: Trust me, no one is better at building a wall than I am.
Zakaria: I will see the view from the other side of the border.
My guest is the Mexican foreign minister, Luis vidgaré.
And the United States and Iran.
Starting this week, President Trump said he might sit down with the leaders of the Islamic Republic.
Trump: I would certainly meet with Iran if they wanted to meet.
Zakaria: We ended with Iran's display of force in all the important Straits of Hormuz.
Where will bilateral relations go from here?
Finally, put down the popcorn and pay attention.
M: Ladies and gentlemen, we are about to start expressing our objections to Los Angeles.
Zakaria: Why is the first few minutes of so many great movies so important?

But first of all, this is my picture.
Donald Trump was a man who wanted America out of the Middle East during his campaign, but he also made himself a tough man.
His instinct was to show force in the American war zone.
Increased military, more aggressive rules of engagement, more bombs.
There are now reports that the Trump administration is seeking a negotiated solution with the Taliban.
No matter how tortuous the road is, the government is on the right path.
But navigation is very difficult.
The war in Afghanistan, which began in 2001, has been the longest operation in American history.
Both Bush and the Obama administration are seeking a way out of Afghanistan, but they find it difficult to leave Afghanistan to declare a victory.
The simple reality is that as American troops pull out of the democratically elected government in Kabul, the Taliban are moving forward unstoppable. S.
In a fatal danger.
When the United States retreated, other countries, such as India, China, Iran and Russia, would also fill the vacuum.
However, the United States cannot remain in Afghanistan forever.
Our presence has distorted American foreign policy and linked a large amount of resources to areas of limited national interest in the United States.
This also creates an inevitable dependence on the fragile Afghan government.
The United States spends $45 billion a year on security and economic assistance in Afghanistan.
This is more than double Afghanistan's GDP.
So, what is the right exit strategy?
In an article entitled "foreign affairs", Barnett Rubin believes that any political settlement will be extremely difficult and will require negotiations with the Taliban and regional powers.
The central reality that Washington must face is that it must allow the Taliban to play a more formal role in power sharing.
In a comprehensive 2014 report, a pair of Rand scholars pointed out that the key to ending the long-standing rebellion in history is to accommodate the insurgents in the new political order.
During the conversation with me, Rubin provided some guidelines for a political settlement.
Don't let the US governmentS.
He warned that the army was the main negotiator because they sent a clear message to the rebelsS.
The commander of Afghanistan, John Nicholson, has made it clear whether it is reconciliation or death.
Rubin said that this is not the way to start a dialogue with the whole culture around individuals and people who are organized with collective honors, which, by the way, is much larger than other factors in this war
Known as Islamic extremists.
He added that it is clear that there is no purely military solution to the conflict, and even if the current military involvement is maintained, there is a need to strengthen political ties with Afghanistan's neighbors.
Look at the map, said Rubin.
Afghanistan is blocked.
The United States needs a supply base.
Pakistan, Russia and Iran are three countries that can help enter.
We have a bad relationship with these three people.
The main recommendation of Rubin is to work hard on diplomacy, acknowledge the interest of other countries in Afghanistan and engage with them.
The outcome of success depends entirely on the participation of India, Pakistan, China, Russia and Iran.
So Washington cannot always fantasize about overthrowing the Iranian regime.
It has to decide how much India is involved, which will change the strategic landscape together.
This is the difficult diplomatic hard work that the Trump administration has tried so far to ignore, belittle and belittle. [10:05:09]
But if the president really wants to free the United States from the endless war, that's the only way out.

Zakaria: So what is the status of the wall from a Mexican perspective?
Now with me is the Mexican Foreign Minister Luis vidgaré.

Mexican Foreign Minister Luis vidgaré: Thank you Farid.
This is great.
Zakaria: So one of the things the president also talked about on Twitter is that because of the sharp rise in Mexican crime, the demand for the wall is now even more urgent.
How do you react to this?
First of all, this is not a problem for Mexico.
Talking about a wall is not part of a bilateral dialogue.
It is entirely right that we understand the sovereignty of the United States and protect our borders, but we will not allow such issues to define our relationship.
We need to see our differences. The Mexico-U. S.
Relations between the two countries are crucial.
We are neighbors.
We have a lot of trade. we have a border of 3,000 kilometers.
We need to work together.
That's how we deal with this in a constructive and serious way.
The border is absolutely not allowed--
We do not allow boundaries to define this relationship.
The border between Mexico and Mexico is not up to them.
This is an unfriendly idea.
Personally, I don't think that would be particularly effective for the benefit of early American goals.
But this is not part of the conversation and should not be.
Zakaria: But what do you think of his argument that the reason we need it is because of the rampant criminal activity in Mexico?
VIDEGARAY: Well, President Trump has been talking for three years.
He said a lot.
But we have not continued our Twitter relationship.
We will not negotiate our agreement through social media.
We do this through diplomatic means and in a serious and constructive manner.
This is definitely not a problem that we should allow the relationship to be defined.
Zakaria: Is there any point in your negotiations with them, have they ever seriously raised the issue of Mexico paying for the wall.
In other words, is there any suggestion?
Is there any serious suggestion in the United States that you will pay for this wall?
VIDEGARAY: You see, we have made this very clear since the election. President Pena-
Nieto is very transparent about Mexico's failure to pay for the wall.
So he said it was not part of the conversation.
I have been part of every negotiation since the beginning of the Trump administration.
We have never discussed this issue because we all know it.
I think they are well aware of Mexico's position on this.
This is not a position that will change.
I don't think anything--
You can't even find anyone in Mexico who is willing to accept the idea.
So this is not a problem.
This is certainly not a matter of deciding on negotiations.
Zakaria: Another common problem in my opinion is that Mexico is no longer real--
I think you describe it yourself, a country that exports immigrants, because it is a transit country.
That is to say, there are more people trying to enter Mexico from Central America than Mexico trying to enter the United States. S. (CROSSTALK)
Zakaria: Did you find the Trump administration sympathetic to the issue and trying to work with you?
VIDEGARAY: I think there is a better understanding of the actual numbers.
Net immigrants from Mexico to the United States for 15 yearsS.
Always negative.
This means that there are more people coming back to Mexico every year than there are from Mexico. -

You're right, though, that Mexico has become a transit country.
We face the fact every year that thousands of Central Americans are trying to enter Mexico, not to stay in Mexico, but to enter the United States.
This is a major challenge for every participating country.
For Guatemala, Honduras, El Salvador, Mexico, and of course the United States.
This is a common challenge, and we should work together to share the human rights in which all migrants are treated well, and we cannot solve the problem simply by trying to strengthen border control.
This is part of the solution, but the real solution is to invest together in developing America.
This is what our current president has been asking for and is strongly proposed by our future president.
Zakaria: I would like to ask you about the recent election-
President's.
For the past 20 years, Mexico has been electing a very supportive government.
In the sense of support, Americanstrade, pro-
Friendly relations between the United States and Mexico.
This really changed the relationship between Mexico and the United States. S.
Many, many decades before that were hostile. When Mr.
Lopez Obado is running for president and his poll numbers are very, very low.
Then Donald Trump announced his nomination and began attacking Mexico.
You think Mr.
Lopez Obado was elected President of Mexico because the Mexican people wanted to show-

Well, I'm not a political analyst.
I am going to refer this question to someone who really understands political science.
But we know that the elections in Mexico are very adequate.
This is a transparent process in which we have elected a new president with strong public support.
I am particularly encouraged that the transition is going very smoothly and we are working with the future government, the future president Andres Manuel Lopez Obrado and his team, to ensure that we have a good and successful transition.
This includes relations with the United States. S.
We are neighbors.
We are neighbors.
For the American people and the Mexican people, it is much better to have a good relationship.
So whatever was said in the US campaign, it was encouraging. S.
And this year's campaign in Mexico.

Then over the weekend, Iran conducted a naval exercise.
Important Strait of Hormuz
Tehran knows it will fight the United States. S. and others.
What happened in Iran?
Now with me is the New York Times Tehran branch president Thomas eldbrink.
"Thomas, what do you think about this naval exercise?
Thomas eldbrink, president of the New York Times Tehran branch: this is of course a show-off from the Iranians.
They always say that we can close the Strait of Hormuz if we want, which is a narrow entrance and exit into the Persian Gulf, and 20% of the world's energy flows to the Persian Gulf.
They want to send a signal to the United States, to their regional allies and to Saudi Arabia, the UAE, that Iran can actually do that and close the Strait of Hormuz.
If the Iranians were to close the Strait of Hormuz, it would not have caused a huge chain reaction not only to the United States, could it also cause a huge chain reaction to places like China that import large amounts of oil through these straits?
Absolutely.
That's why I don't think Iran really intends to close the Strait of Hormuz because not only can they export their own oil if they do, they are likely to also invite military action by the United States or its regional allies.
As you mentioned, China, Iran's only remaining oil customer, plus Iran's main trading partner, will be severely hit by rising energy prices and a shortage of oil.
So if they close the Strait of Hormuz, they will alienate the Chinese. [10:20:06]
Zakaria: What do the Iranians think about Donald Trump's proposal?
Some casually said that he was willing to meet Hassan Rouhani without conditions?
Well, what, or what, Iranian officials say is clearly clear.
They are ideological.
Over the past 40 years, they have not wanted to speak publicly to the United States.
But I was walking down the street and I talked to a lot of ordinary Iranians, a construction worker, a lawyer, a barber, if you like.
They agreed, why don't we talk to Donald Trump?
Of course, this sentence comes from the background and background of Iran's economic recession.
Over the past year, Iran's national currency has fallen by more than 80%.

That's what happened in Iran. -
Because of the mismanagement of Iran's leaders, and because of the threat of sanctions, Iran's purchasing power in this country.

The economy is in bad shape.
Iran's agreement seems to have failed.
Not much success.
Meanwhile, the United StatesS.
The Obama administration has made clear its strategy for regime change.
The Israeli government is fuelling these fires. Is it --
You think we're in a way.
A revolutionary moment when the regime could collapse?
Well, for the revolution, of course you need a lot of people on the street.
Ironically, we saw protests in Iran.
Protests across the country have been heating up over the past six months.
In more than 80 cities, people took to the streets in January and 25 people were killed.
Nearly 4,000 people were arrested.
In the next few months, there was a low
Level protest if you want.
There are hundreds of people in the city.
There are hundreds of people in that city.
These protests have begun.
Protests also took place in cities such as Isfahan and Shiraz.
These are big cities.
A smaller protest has been held in Tehran, but what hasn't happened yet is that most Iranians, Iran's middle class, are joining the protest.
They believe that the results of such protests are still uncertain and cannot be added.
Many say they have had enough of their leaders, and many say they don't like Donald Trump.
But at this point in time, they still don't know how this protest can change their lives better.

Nearly a century later, modern innovators had new plans for the dam, which could once again shake the world.

Zakaria: now for our "things in the world" section.
Perhaps there is nothing more intelligent than the Hoover Dam.
The amazing quality of cement and steel bars, its construction becomes a symbol of the new ideal rebirth.
The energy generated there has pushed big Western cities to modernization.
Now, a fascinating New York Times story reveals a new plan for the dam, which could be equally revolutionary.
Engineers at the Los Angeles hydro division want to turn it into what The Times calls a giant battery.
In other words, it is not only a place to produce renewable energy, but also a place to store renewable energy.
This is how it works.
They built a pumping station 20 miles downstream of the dam, powered by solar and wind fields, and now chillies in the western United States.
The pump will push the water to Mead Lake for a swim and Mead Lake is a large reservoir of the dam, where it will eventually enter the dam and convert it into energy again when needed.
This is the so-called pump storage.
This is an impressive feat that turns solar and wind into hydro power.
It also solves a very realistic problem.
We are clearly in the midst of a renewable energy revolution.
The first stage is about generating electricity, using the great power of the Sun and the wind.
With cheap Chinese solar panels pouring into the global market, much progress has been made in this regard.
Solar power grew by more than 25,000 from 2000 to 2015.
Wind power grew by more than 2,500.
That's good news in terms of limiting dependence on fossil fuels, but now we need to store.
Solar and wind energy
Called intermittent source.
That means they're here for a minute and they're gone for the next minute.
They began to cause problems as the scale expanded.
Take California, where solar power is leading.
The sun will flood the grid when the sun shines, but when people need electricity most, the sun will disappear at night.
Sometimes, the state just turns off the solar panels during the day to avoid overloading the grid.
So more is not always better unless you have storage, storage is the next stage of the energy revolution.
Author Varun Sivaram reveals an amazing statistic in a fascinating new book "tame the Sun" dealing with these issues.
If the US turns off all power immediately, it currently has enough storage capacity to power the country for 43 minutes.
So there is still a long way to go for storage, but many smart people have very big ideas on how to deal with it.
Last year, Elon Musk built the world's largest lithium iron battery to store energy from a huge wind farm in southern Australia.
With the agility of the battery, which can cope with power outages in one second, it can store up to 129 MW of wind energy.
This is still a decline in demand in the country, but it is a start.
There's also a crazy idea: solar fuel.
Scientists are working on technologies that use solar light to dissolve a molecule of water into its components and use a hydrogen funnel as fuel.
Fuel is easier to store energy than batteries.
Bill Gates, who is funding the study, points out that a ton of gasoline has the same energy as a 60-ton battery.
The ideas may sound too ambitious, but so did the Hoover Dam 90 years ago.
The next step is "GPS", and the Democratic Party is in a soul --

Bernie Sanders has a clear idea of where it should go.
I spoke to his economic advisor about her radical idea of rethinking the federal government and how the federal government spends money. (

Unemployment is falling sharply in the United States.
But there are still more than 6 million people in the United States. S.
No one wants a job. So what to do?
My next guest has a plan.
According to her job security plan, everyone who wants to work can get a job of at least $15 an hour.
Who will pay for it?
Federal government.
How to do it without adding more debt?
Stephanie Colton, an economic adviser to Bernie Sanders's presidential campaign, said the federal government doesn't have to worry about how to pay.

She first told me how she worked out a job security plan. (Start Video)
Stephanie Colton, former Bernie Sanders campaign advisor: So when FDR talks about the economic rights bill, he talks about certain things that really guarantee all Americans.
The number one on the list is employment rights.
So this is a popular idea recently.
There are people in both the House and Senate who have come up with a bill, or plan to introduce legislation to try to fulfill the dreams of Roosevelt and Martin Luther King.
That sounds like this, right?
It basically asks the question: "Can we create a job for everyone who wants to work in the US?
Zakaria: but, in the face of basic capitalism, this is not a problem, that is, the market decides whether there is a demand, and the company tries to meet those needs, and that is the process in which it happens?
But the idea of actually intervening in the job market is considered very market --unfriendly.
Kelly: I think it's a very market. friendly.
Very close. business.
So it says, "Now, what we're doing is keeping millions of people behind.
They want to work and can't find it anywhere else in the economy.
So, to some extent, the real economy, the private economy, is disappointing millions of people.
The idea of federal job security is to say, "what if we make sure everyone who wants to work has a chance to work?
"What we find at work is that if we really make people work, what you do is to boost the economy for everyone in the economy.
So it's also good for private businesses.
Zakaria: How much does this cost?
KELTON: So it depends on where you are in the business cycle.
If you implement it now, the cost will be lower when most economists think we are close to full employment.
If you try to do this when you cut 800,000 people a month, it will be more expensive.
The answer to this question may be that you end up hiring about 15 million people and spending $400 billion to $550 billion a year.
Zakaria: The premise behind all this is--
To be fair, your basic point is that the government is running out of money, and frankly, all the people are around, they worry about social security, medical insurance and student loans, saying: "Oh my God, it's trillions of dollars"-
You seem to be saying it doesn't matter.
You're basically saying that the government can print more if it runs out?
Kelly: Well, I don't--
I don't use the term, but that's basically the case.
You see, the US government, the US federal government, is the source of the US. S. dollar.
They are issuers of money.
They gave themselves the exclusive right to create money.
I can't do it.
I mean, if we get caught, it's fake, it's a lot of trouble, right?
But they have the exclusive right to create dollars.
So it gives them great power.
They have the power of wallets.
This means they will never be able to face bills that cannot be paid.
So financial constraints are not related.
The associated constraint is inflation.
Do we have real resources in the United States? S.
Economy, people, raw materials, machines, factories, do what we want to do?
Zakaria: but if you print out all that money because everyone's expectations are changing, you're going to generate inflation, isn't that a problem?
This is what happened in the 1920 generation of Germany, which led to hyperinflation.
This is what happened in Latin American countries.
Aren't you condemning the future of the United States as a banana republic? KELTON: No.
Printing money will not cause inflation.
Spending money can trigger inflation.
That's why I have always said that the restrictions are true and that the government cannot consume them at will.
They have no credentials to go out. . .
Zakaria: So why do you think they haven't reached these limits when you have debt? to-
The level of GDP is now as high as after World War II, the highest level since the third generation and fourth generation?
People say we have reached the limit.
KELTON: these are not relevant restrictions.
This is not inflation.
If we have a debt of $21 trillion, we pay back the bondholders and pay interest, and the interest income is received and then spent economically, causing inflation problems, then I say we have limits.
We have reached the limit.
But this is not the case.
Zakaria: Do you think Democrats are prepared to be as bold and radical as you described?
I think they have reached a very high level.
I don't know if they are prepared to be as bold as I suggested, but I think, you know, what we see from a lot of Democrats is some very ambitious policy advice.
I think they reached a climax.
Keynes says there is an academic graffiti behind every politician.
So if we hear this-

Zakaria: When I speak on a college campus, I am often asked a question that is easy for me to answer.
The question is, what is your favorite college course?
"Now, you might think the answer is some unreliable, esoteric curriculum about foreign policy, history, or economics. It was not.
What attracted me most in my Yale class was the classic work in American film history, or something like that.
It was taught by the great film scholar, Annette Insdorf.
Once a week, in Professor Insdorf's classroom, I was able to get rid of the stress of student life and get into other worlds imagined in the greatest film of all time.
It's a pleasure to get back together with my professor today.
Annette Insdorf is the author of the movie prelude: how to read the opening scene. " Welcome.
Author Annette Insdorf: It's a pleasure to be here.
Zakaria: why then? -
Why do you want to write a book about the opening scene of the movie?
Why is opening so important?
Indian: The first impression is very important.
Whether it's meeting someone for the first time or sitting in the theater watching the opening ceremony, it will determine whether you want to stay with this person or with the movie.
In terms of film, I find that most great movies tell you;
In the first few scenes, they will open you the key to the rest of the movie.
Zakaria: So you give an example of "List of Schindler.
"Describe the opening scene, because this is really a powerful example of what you said.
INSDORF: Yeah.
"List of Schindler" can be started in any way.
But pilberg chose the lighting of the Sabbath candles, and you heard the prayers of the Hebrews, which meant ceremony, continuity, and survival.
But the smoke on the candle becomes the smoke on the train, and it immediately brings you into a rather direct World War II world in which the Nazis transport the Jews to Jewish residences and camps.
That is to say, this is the second of the first two layers of Schindler's List.
In the second list, you will see typing the list at Krakow railway station about the importance of typing the name.
Then you see a man in a room, but only by his hand.

When I first saw The Godfather, I knew that I was in the hands of a master of storytelling, even though I was still young at the time.
This is not just a line that is spoken directly at close range.

This is a gradual revelation.
The camera slowly shows you that we are in a dark room.

Just a slight fluctuation in the wrist told me he was in the frame.

Zakaria: You talk about how to get a very smart filmmaker to instantly convey his wisdom in graduate.

When we saw Benjamin sitting on the plane, the first line of conversation was "we started to drop down to Los Angeles.
Nichols once said he was very proud that the whole theme of the film was encapsulated in that line.
The camera did something very interesting.
The zoom lens in the movie is very different from the tracking lens that the camera actually moves.
Zoom makes the space flat.
So we moved away from Benjamin's face in a proper way because it expressed the emotional state of his return to his parents' home, this flattening.
When he arrived at the airport, it showed that he lacked control.
