Badalin Jaya: On Friday, Prime Minister Datuk Seri Najib Tun Razak submitted the 2017 budget in parliament.
Here are the highlights of the Minister of Finance's budget speech: * Budget 2017 allocation rm260. 8bil, up 3.
The budget was readjusted by 4% per cent in 2016.
The government expects the deficit to reach 3% in 2017. * Only 2.
1 million out of 14 taxpayers.
Accounting for 6 million of the total national labor force.
* No increase in GST (GST)for 2017.
* The economy of a country is closely related to what people think, because there is no investment to drive the economy without confidence.
In order to acknowledge the contributions of civil servants, the following is hereby announced :-
Extend full paid study leave to the support group, which is currently limited to management and professional groups. -
For civil servants whose children are sick and isolated, the quarantine leave is up to five days and there is no record. -
The computer loan facility used to buy smartphones was postponed.
Civil servants can be used once every three years, with a limit of 5 thousand yuan. -
Increase the amount of motorcycle loans available to civil servants from 5 000 yuan to 10 000 yuan. -
The number of civil service housing loans increased from RM120, 000 and RM600 to RM200, 000 and RM750 000 respectively. -
Complete 30,000 units of Perumahan Penjawat Awam 1 Msia at a price below the market price of 20%. -
Extend the service contract and the service officer contract for at least one year, which will expire at the end of this year. -
In order to solve the problem of expert physician exit and promotion delay, 56 levels were introduced for medical and dental experts between level 54 and level jusa c. -
Due to the limitation of long-term positions, the first contract doctors, dentists and pharmacists will be appointed by December 2016 at the latest.
In other words, there will now be nearly 2,600 doctors without horsemen signing.
For rakyat's well-
At present, the government is still committed to the implementation of rakyat-
Projects and Plans centered on urban and rural areas are as follows :-
To illuminate the village at night, 97,000 street lamps and 3,000 LED lights will be installed at the crossroads of 7,500 villages across the country. -
In order to enhance the connectivity of villages and towns and cities, 616 km kilometres of rural roads and bridges will be built and upgraded and € 1 will be allocated. 2bil. -
Maintain the national road, a total of 4 yuan.
According to the Malaysian Road record information system, 6bil is allocated to all states. -
Construction and renovation of 17,000 special hardship households and dilapidated houses in remote villages and orang asli settlements, with funding. -
Increase the supply of clean water with RM732mil allocation, with a target of 5,200 houses and upgrade the Felda water supply system.
A water supply fund will be set up immediately to allocate yuan to solve the water supply problem in the country. -
Electricity supply is provided in rural areas, with the goal of allocating about 10,000 yuan of housing. -
The government is concerned about the welfare of urban housing, especially apartments.
These dilapidated apartments lack maintenance and elevators.
The government will implement the people-
Assign friendly projects for RM800mil with priority given to local G1 and G2 contractors.
* A total of 69 flood control plans will continue to be implemented nationwide, with an allocation of RM495mil.
* The government will assign RM200mil to implement my beautiful new home, especially the B40 group.
In the initial phase, a total of 5,000 units will be built at prices ranging from 40 000 to 50 000 yuan per unit.
The government will fund RMB 20 000 and the rest will be paid in installments by each owner.
* A total of 9,850 housing units will be built under the people's housing plan, with an allocated amount of RM134mil.
* A total of 11,250 PPR houses are under construction with an allocated amount of RM576mil.
The price of the house in the PPR is between 35 and 42 yuan.
To help improve rakyat's revenue opportunities, particularly the B40 group, RM275mil was allocated for the following projects :-
Extend MySuria Prog nationwide by assigning RM45mil.
Solar panels will be installed in more than 1,600 houses. -
Giatmara has expanded its mobilization program with an allocation of 30 million yuan, with a target of 3,000 participants using motorcycles. -
The introduction of the agricultural entrepreneur program has trained 3,000 young entrepreneurs with RMB yuan. -
The revitalization of the eUsahawan and eRezeki projects under MDEC, consisting of 300,000 participants, was funded.
* RM10bil allocated for subsidies, including fuel subsidies including gas, charges, public transport and various awards.
* The government will allocate 1 yuan to assist in the cultivation of rice.
3 bil subsidy prices, seeds and fertilizers, including rice.
* As an incentive for registered rubber smallholders, the government will allocate RM250mil for rubber production.
* The government will launch a three-month rainy season assistance in November, December and January, with a monthly amount of rm50.
* Monthly subsistence allowance RM200 to RM300 will continue to be paid for fishermen, benefiting 57,000 fishermen.
Br1m's assistance next year will benefit 7 million recipients with an allocation of 6 million yuan.

E-family
The monthly income is lower than RM3, and the Kasih database of 000 will increase from RM1, 050 and RM1, 000 to 200. -
For families with income from RM3 000 to RM4 000, it will be increased from RM800 to rm900. -
For single people with income below RM2, 000, the income will increase from RM400 to rm450.
* The bereavement program will continue to provide RM1, 000 compensation to close relatives of BR1M recipients in the family and seniors category. * RM4.
6 bil assigned to TVET education.
Four TVET became the intuition of the Institute of Technology, four other vocational colleges and a training institution that became more of a TVET trainer.
* RM220mil allocated for upgrading educational equipment and skills development fund companies for TVET institutions.
* Double tax reduction for the cost of private companies providing structured internship programs for students under TVET.
* GLCs assigned RM50mil to extend the SL1M program to 20,000 graduates in 2017, compared to 15,000 graduates in 2016.
For housing, the following measures have been announced to increase the affordability of first-time home buyers :-
Government vacant land offering strategic locations to GLCs and PR1MA to build more than 30,000 homes at a price or RM150 to RM300 000. -
About 10,000 houses were built in urban areas and rented out to eligible long-term employed youth, including young graduates entering the labor market. -
5,000 sets of people's friendly homes were built, and each set of yuan was subsidized by the government.
RM200mil will be assigned for SPNB.
A new special "accelerated" final financing plan for the PR1MA program under which units worth RMB 12,000 have been booked. -
Buyers with a total loan of 90% to 100% will be more likely to receive financing, and the loan rejection rate will be significantly reduced.
For example, applicants with a monthly income of RM3, 000 are now eligible for loans exceeding RM187, 000 and will be able to borrow RM295, 000.
* Stamp duty exemption for transfer tools and housing loan tools increased to 100% to help reduce the cost of owning housing for the first time.
This exemption is limited to first-time home buyers with a value of RM300, 000 for the period from January 1-20, 2017 to December 31.
* Second Generation housing infrastructure development, assigned a RM200mil to Felda, assigned a RM100m to Felcra and a RM100mil to Risda.
* The scope of tax cuts has expanded, including the purchase of printed newspapers, smartphones and tablets, internet subscriptions and gym membership fees.
* 1 yuan for the development of sports.
2bil is allocated to the Ministry of Youth and Sports.
* Healthcare RM25mil for healthcare programs and programs, including upgrading national hospital facilities using RM536mil.
* The government will launch an Ethernet broadband service initiative at public universities to increase it to the maximum or100GB per second.
MCMC will provide RM1bil to ensure that broadband coverage and quality across the country reaches 20 megabytes per second.
* In order to promote the development of SMEs, the government will allocate a total of 75 million yuan for the implementation of programmes under the SME master plan.
Under the SJPP program, a 2% rate rebate will be charged to SME borrowers.
This rebate is limited to the total accumulated funds of RM1bil, which includes the allocation of RM100mil within five years/helping parents reduce tuition fees in Education Awards, and the government will continue to implement the following plans :-
Provide students of families earning up to RM3000 with an educational assistance program of RM100 per person, which will benefit 3 people.

Provision of dormitory meal assistance programs for 365,000 students. -
One supplementary food program for primary school students in Malaysia, with an amount of 300mil. -RM1.
Additional tuition assistance will be included in 1bil;
Textbook Assistance and per capita grant assistance. -
The government will provide a supporting grant of up to 50 yuan for sspns-
I prepared for the first grade students.
Assisting government schools-
Book vouchers replaced with student debit cards worth rm50 can be used to purchase books, computer accessories and Internet access.
In order to encourage repayment of the PTPTN loan, the following rewards will be given :-
Full settlement of outstanding debts 15% fold; -
Pay a 10% discount on at least 50% of outstanding debt in one payment. -
10% discount on repayment by salary deduction or direct debit according to repayment schedule.
The PTPTN repayment incentive will take effect from Saturday, October 22, 2016 to December 2017.
The government is committed to improving public transport in rural areas through the following measures :-
Financial assistance to poor families, including general assistance for up to RM300 per month and child assistance for up to RM450 per month. -
Allocation of rmymmil for older persons, including monthly social and economic assistance for older persons at RM300. -
RM535m for persons with disabilities, including employee allowance, training allowance for children with disabilities and assistance to persons with disabilities who are unable to work. -
GST relief purchases assistance equipment for registered disabled persons without the need to go through private charitable entities.
Announced infrastructure projects include :-
The implementation of the new East Coast Railway Line project is carried out in stages at an estimated cost of RM55bil. -
Accelerate the implementation of the Sabah and Sarawak Pan-Borneo Highway
RM100bil was allocated for the restoration of the Gua Musang-Tumpat East Coast railway line that was destroyed in the flood.
* A Malaysian hawker and small trader Foundation will be provided with a loan of RMB 20 m to the Chinese Hawker community.
* The government will expand
School courses are provided to 50 schools, and 10 million yuan is allocated to Tamil schools.
* In the announced measures to enhance the capacity of Bumiputra, the government will allocate 100mil to SME banks to increase opportunities for Bumiputra entrepreneurs.
RM300mil is also assigned to Tekun to help small entrepreneurs develop their business, including a new program called Temanita. * RM1.
The sum of the 8bil allocated for defense asset maintenance and RM322mil allocated for Esscom personnel deployment.

Police support the government of women working in breastfeeding to impose tax relief of up to RM1, 000 on the purchase of breastfeeding equipment.
* Announced tax relief for taxpayers of registered nurseries and pre-school education for children aged 6 and under up to RM1, 000schools.
* Jacob Baum will increase the monthly allowance for 15,000 imam in the country from RM750 to rm850.
Other incentives announced include
Bilal and Siak, who manage the mosque, paid nearly 16,000 yuan from RM500 and Kafa teacher's allowance increased from RM800 to RM900 per month.
* RM85mil will be allocated to Permata to benefit 50,000 children.
